Fundraising Updates on CLP Grants
Gary was notified on 4-5-2024 that Douglas County has awarded Lake Andrew a grant in the maximum amount of $10,000 and approved for $6,300 from the MN DNR

Lake Quality Report:
The lake Survey was completed by Limno Pro this week on April 11, 2024 and has sent the Delineation report. They found 12.3 Acres of CLP but also stated this is too early to be doing survey on your lake. The MN DNR has implemented a policy this year that has moved up the deadlines for CLP management by an entire month relative to the past from May 31 to April 30 for the first time in history. CLP has limited time to show growth this early in the year. This is a policy change LIMNOPRO does not support is outlined (for several reasons) in the report. They suggest waiting to treat the lake after May 1 when water temps are historically between 50-60 degrees F for chemicals to be more effective. As a board we feel we will need to move forward with the new deadlines and policy change.
Mark will be in contact with Lake Restorations, Inc. based on the Survey & Delineation report and get back to the board with estimated treatment price.
Jerry would like to move forward with meeting with the DNR to revisit the lake outlet and water levels concern as tabled last November and he will report back to the board. Gary is willing to go with Jerry for this meeting.

Membership Report:

Grand total of 65 total household 2024 memberships and 4 house-holds have double paid this year and we will leave as is in the appropriate areas as designated. With the case of payments online this may happen from year to year.
Letters were mailed out to all Lake Andrews Residents that have not joined as members for 2024. Judy and Joanne mailed these on Thursday, April 11,2024. Jodi has emailed and sent a text to Jamie Depyper at Cottage Grove Resort (CGR) to remind residents to become members and an update on events for summer. Jamie will pass this along at the May 4, 2024 CGR meeting. Judy & Debbie will pass along membership into at the nest Lake Andrew Resort meeting in May along with an Events Calendar.
The memberships has been $20 for many years. Kathy suggested eliminating the $20 and making it $50. The membership fees going forward will be discussed at an upcoming meeting. We will table this for discussion until we are all together at an in-person meeting.

Communications Report:
Facebook has been updated frequently by Jodi. Kathy has been updating the Website with events and board meeting dates and locations and more. Updates to CLPW fundraising will be done in newsletter and on Facebook. Judy has been sending out Newsletter and will send one out with a calendar of events and an update on CLP.
Judy contacted the EchoPress Newspaper and the opt-Out statement was published in the Newspaper on March 15,2024 for any Lake Andrews Residents that do not want to treat for Curly Leaf pondweed in front of their property. We did not have any residents opt-out for treatment this year. This was sent to the DNR by Gary Wolfe (this is an approval requirement to treat for CLP).

July 4th Music on the Water
Rhythm and Rhythm will play on the 4th of July 2-5pm at Terry and Claire Anderson’s patio overlooking the lake, 7477 County Road 21 SW. If you do not have a boat, bring a lawn chair or floaty and enjoy the music from shore. Cottage Grove will host if inclement weather.

Pending Grants $6,300.00 - Notified yesterday that we were approved for $6,300.00. (Last year $6,600)
Douglas County Grant has been applied for. Will let us know April 8th, 2024. (Last year $7,500)
Lake Quality Report:
Survey Company Limno Pro & Treatment Company Lake Restoration
Mark has worked with the surveyor and the applicator. The public notice still needs to be done. Notices will need to be put in the newspaper, on website, facebook, and in newsletter with opt out instructions. The notice will be presented to the County. Jerry asked if Lake Restoration is the one that publishes the notice and Jodi said it is the Association’s responsibility. Residents can opt out on the website. Judy will contact the Echo Press about publishing notice. Gary sent criteria for the notice to all.
The survey will be done by Limno Pro Aquatic Science. The contract with them has been signed and sent to them.
Jodi will verify if contract is to be signed with Lake Restoration. Mark will check on that. A three year commitment had been discussed at the November Board Meeting. Jerry would prefer just a one year contract at a time unless this can be fixed at a certain rate. Mark will ask if there is a discount for multi-year contract.
Lake Shore Management Program Notification to Residents (sign-up)
Gary Wolfe proposed the following be sent to residents.
Your Board of Directors is excited to let you know that we have contract with “Lake Restorations” to perform our 2024 CLP treatment this spring. We are so grateful for all of you that have donated and made this possible.
Lake Restorations is offering homeowners an optional service of treating individual homeowners shoreline of other non CLP weeds. Please contact Lake Restorations directly if you’re interested. Treatment for additional cost to individual homeowners.
Debbie Wolfe noted she has signed up Lake Andrew Resort for the treatment.
Jerry Mahoney stated I’m of the opinion the boards efforts be on AIS treatments of entire lake rather than individual property owners. We are only one year into a several year effort. I have concerns donations for all lake AIS treatments may be affected with lake owners choosing to only treat AIS at isolated areas of the lake.
The consensus of the Board was to focus on CLPW and no information on individual lakeshore property weed control.

Membership Report:
Grand total of 61 total household memberships.
Of these 61 memberships, 6 are Lake Andrew Resort, 1 from Cottage Grove.
In 2022-2023, LAA had a total of 100 households as members.
Of these 100 memberships, 5 were from Lake Andrew Resort, 6 were from Cottage Grove Resort.
Gary suggested at the annual meeting a report be run to show what was paid. Suggested next year asking for $220 donation for CLP, which includes membership. Jodi suggested reaching out to those that double paid for their membership. There are 9 that are to be contacted.
Jerry suggested calling and offer to return the $$ or apply to CLPW fund instead of carrying over to next year. Try to keep it simple each year. At the annual meeting those wanting to pay for membership will be for 2025.
Gary suggested creating a spreadsheet listing everyone with column s for memberships paid (2023-going forward).

Joanne asked if the Board wants her to reach out to those that have not paid membership or to those that have not paid for CLPW this year. The CLPW mailing would be separate from membership. The last mailings were sent in October 2023. Snail mail will be sent to those that have not joined as a member. Emails will be sent to the resorts to people who have not joined. Joanne will send list of Lake Andrew Resort members who have joined.

July 4th Music on the Water
Jodi is working with the band on performing and Terri and Claire Anderson will host and Cottage Grove will host if inclement weather. The cost is $500 for 2-5pm. Rhythm and Rhyme.

Presentation from Paul Kretch of Lake Restoration Inc:
The last survey was done by Limnopro. $1,461 out of the Sustainability Fund. Pay bill after survey is done within 15 days. Lake Restoration Inc. is a commercial applicator of pesticides for control of invasive species. They have been in business for 47 years. They have obtained 40+ permits and have 14 licensed applicators. They have treated Osakis, Darling and Big Sauk. Lakes need to be treated for 5 years. Round Lake was treated for 6 years and then had zero plants. Treatment timing is important to prevent seeding of CLPW. Gary Wolfe stated it would be nice to use the same treatment company every year. Public notice was put on newsletter, website, and mailing included opt-out form for treatment. Also, posted on Facebook. 2 grants were received last year 2023 for a total of $15,000. These grants will be applied for again in 2024. The board needs to send the survey to Paul Kretch. Paul will send contract to LALA after survey is received. Lake Restoration will handle post survey to the DNR. The payment will be made after grant dollars are received. Survey will include checking for other invasive plants. Mark will contact survey company to see if they look for other invasive. It was noted that invasive crayfish have been found on Lake Winona. Lake Restoration needs 15 properties for Lakeshore Treatment Program. Need to communicate to residents if they are interested in having lakeshore treatment program. Lake Andrew Resort Association voted to have this. The treatment is 1-1.5ppm up to 3ppm in 3 acre site. DNR did survey (random) after CLPW treatment. Found a little in lake. Results available maybe a year later.

Lake Quality Report:
Mark Storhaug reported the lake is not going down any further. Mark requested to get estimates for treatment and obtain bids by September Board Meeting. In 2023 the same company did both. Obtain 3 bids for each. The weeds in Pospisil Bay have moved due to the winds. The treatment did a job and Mark hasn’t seen any CLPW in front of his place.

New Business:
Fundraising should be started by October 1st, 2023 for next year. Jodi Anderson will draft a letter to be sent to residents on the lake. Suggestion to put positive result comments in the Newsletter and on Facebook page. The mailing should include resident’s comments. Include form for CLP and Membership payments via website.
Bylaws-Debbie will update bylaws with voted upon changes and they will be posted on the LAA website. They do not need to be filed anywhere else. Revision date will be July 15th, 2023.

Treasurer Gary Wolfe reviewed the association has 2 accounts a checking and savings account. Two grants were received for CLPW. There were 109 Individual contributions to the CLP Fund Drive. There is $8,312.80 for CLPW in 2024. The organization is financially strong. The fiscal year is currently July 1 - June 30th and the Board is proposing to change this to the calendar year. Motion by Greg Haase, seconded by Dean Matthews to approve the Treasure’s report as presented. Motion carried.

In Joanne’s absence, Jodi Anderson provided the membership report. There are 100 memberships for 2023 and 25 paid memberships for 2023-2024. Lake Quality Presentation:
Jerry Mahoney stated he is a representative to the Douglas County Lake Association and noted they are looking for board members. Jerry presented a power point presentation which is available via email from Jerry and will also be posted on the website. Lake Level - The culvert to Mud Lake is 8” lower than old DNR Records. Farm irrigation has an effect on lake level. Lake Andrews is spring fed. Discussion on research being done to determine normal lake level and how to remedy water loss in culverts. Motion by Greg Haase, seconded by Dean Matthews to approve the Lake Quality Report as presented. Motion Carried.
Jodi Anderson announced the next Board Meeting will be held on Saturday August 12 at 10:00am at Lake Mary Town Hall. Motion by Jodi Anderson, seconded by Gary Wolfe to adjourn the meeting at 11:35am.

Secretary’s Report:
Motion by Gary Wolfe, seconded by Joanne Mairs Kensinger for approval of the May 16, 2023 Meeting Minutes as presented. Motion carried.
Treasurer’s Report:
Grant checks have been submitted. Solitude will be paid after checks are received $7,500 or 20% whichever is less. Not sure on payment amount ($6,600 or $7,500). CLP Funds carry over to 2024 will be $7,981.24. Motion by Joanne Mairs Kensinger, seconded by Mark Storhaug to approve the Treasurer’s Report as presented. Motion carried.
Lake Quality Report:
Lake level is decreasing and is currently 4” down. Douglas County was doing study of week species. Report will be done by end of year. Report could be used for future grant requests. Report will be on Douglas County website. 2022 survey was distributed by Jodi via email. Lake was treated for CLPW. Another survey will be done in Spring 2024. Jerry said there is no update on the outlet. Douglas County Land & Resources or DNR has no documentation on outlet. Jodi mentioned people can go through culvert by small boat or kayak. Water level going through culvert will most likely go down. Without rain, the lake will continue to go down. Suggestion to ask Tom & Renee Hill about the information they have on the permits. Jerry thinks culvert was put in lower than originally put in. Gary asked what the process is if the Association and landowners wanted to raise the culvert to reduce the flow into Mud Lake. Emily Surgis - DNR in Glenwood will be contacted by Jerry. Culvert is 8” higher than when surveyed. Gary suggested that we schedule the lake survey to be done in Spring 2024. Jerry will get on schedule. Gary will do the Douglas County grant requests again. Jerry noted Matt Swanson of Solitude is leaving to start his own company. Last year Aquatic Invasive Species did delineation survey. Mark will contact AIS. CLPW was treated on May 30, 2023 at Lake Andrew. Motion by Gary Wolfe, seconded by Joanne Mairs Kensigner to approve the Lake Quality Report as presented. Motion carried.
Membership Report:
Joanne reported there are currently 100 members. Jodi said she received one check. Joanne will provide membership update. 22 memberships were paid for 2023-2024. Motion by Gary Wolfe, seconded by Debbie Wolfe to approve the Membership Report as presented. Motion carried.
New Business:
Board Nominees - Jodi will get in touch with Kathy to see if any nominations on website or facebook. Bylaw Change - Change fiscal calendar year to Jan - Dec each year. Memberships paid now are good through 2024 (Dec). This needs to come before membership for vote. Quorum for Board Meetings will be 4 members.
Annual Meeting Agenda:
Recap CLPW Treatment. Future plans. Kickoff fundraising for next year. Jerry will work on presentation and how to identify CLPW.
Leann is arranging for coffee for meeting. Joanne will arrange for rolls/donuts. Jodi will bring handouts she has to meeting. Alexandrealakes.org - Good website. Joanne/Debbie will do memberships at Annual Meeting additional chairs will be set up in Lake Mary Town Hall for meeting. Need 25 households for Quorum. As people come in they will be asked to sign in to determine if quorum is present. Motion by Gary Wolfe, seconded by Jodi Anderson to adjourn the meeting at 11:15am.
